So, the fedora and trenchcoat person turns out to be Cursed Bluto, now sending a group of combat robots to attempt world domination. Note that unlike Dr. Light or Dr. Wily's robots, Bluto's robots disperse into what looks like smoke before teleporting. What that dissolving effect really is, though, is a new system of teleporting, perfected by scientists in Moscow(at least in my fictional universe), called Gaussian Teleporting, which allows robots to teleport by splitting into basic elemental compounds and then teleporting those compounds simultaneously.

In the last panel, the red gradient is my attempt at signifying that an alert siren is going off.

I mean like how he moves. he goes into his dash sprite, sorta dissolves, and awhile later pops up somewhere else.

When you fight him in the boss battle. He never actually runs, instead he, like, dash-teleports.
